In 2003, listed companies subject to French law were required for the first time to provide social and environmental information in their annual reports, in application of article 116 of the New Economic Regulations Act.
The list of requirements featured in the application decree is both quantitative and qualitative. Its purpose is to incite companies to consider the social and environmental impact of their activities, set up the tools needed for measuring this, and possibly fix improvement objectives. These legal provisions are vague as to the scope of the report, and do not stipulate any penalties if the obligation is not respected. Companies thus have a very wide margin of interpretation.
