The Agenda 21 is a sustainable development action programme based on a diagnosis, the objectives to be achieved and the means employed to carry them through.
To be effective and consistent, the Agenda 21 must:
- Put forward an across-the-board and theme-based approach (reducing waste, saving water).
- Make provisions for the monitoring, assessment and updating of initiatives,
- Imply consultation with all the players involve.
- Make reference to the regulations applicable - territorial cohesion schemes (SCOT), local urban planning schemes (PLU), the Technological Risk Prevention Plan (PPRT).
